安庆市城市失能老年人社区照护服务需求与利用现状调查

Investigation on demand and utilization of community care service for disabled elderly in Anqing city

目的:了解安庆市城区失能老年人对社区照护服务的需求和利用现状,并进行相关影响因素分析。方法:采用整群随机抽样的方法,对安庆市城区4个居委会216名60岁以上的失能老年人进行问卷调查。结果:失能老年人对社区照护服务的需求较高,对生活照料类、医疗保健类、精神慰藉类和养老设施类的各项服务需求占比均高于55.0%,家庭人均月经济收入、居住状况、失能程度、医疗费用个人负担比例、居家养老补贴是失能老年人社区照护服务需求的影响因素。失能老年人对社区照护服务项目利用水平较低,各项服务的利用占比均低于52.0%,未听说、不需要、收费高及无此服务是限制失能老年人利用社区照护服务的主要原因。结论:应发动社会各方力量重视失能的三级预防、加强社区基层卫生机构建设,推广长期护理保险制度,完善失能老年人社会保障体系,构建信息化、智慧化的长期照护服务体系是实现健康老龄化的关键。

Objective:To understand the demand and utilization status of community care services for the disabled elderly in Anqing City,and to analyze the related influencing factors.Methods:A total of 216 disabled elderly people over 60 years old from 4 neighborhood committees in Anqing city were investigated by cluster random sampling.Results:The disabled elderly had higher demand for community care services,and the proportion of service demand for life care,medical care,spiritual comfort and pension facilities was higher than 55.0%.The monthly economic income per capita,living conditions,disability degree,personal burden of medical expenses and home-based pension subsidies were the influencing factors of community care service demand for the disabled elderly.The level of utilization of community care services for the disabled elderly is low,and the proportion of utilization of services is less than 52.0%.Unheard,unneeded,high fees and lack of such services were the main reasons for restricting the utilization of community care services for the disabled elderly.Conclusion:Mobilizing all forces in the society to pay attention to the tertiary prevention of disablity,strengthening the construction of community primary health institutions,promoting long-term crae insurance system,improving the social security system for disabled elderly people,and building an information-based and intelligent long-term care service system are the keys to achieving Healthy aging.
