Analysis of Hainan Tourism Industry Policy Evolution from the Text Analytics

产业政策是推进海南国际旅游岛建设的重要力量,政策的演进直接影响着政策的生命力。对2010—2020年制定的海南旅游产业相关政策文件进行量化分析,认识海南省旅游产业政策的特征与资源配置重点。可以看出,旅游产业政策应更专注加强“产业”方面;政策中法律、法规等形式需要丰富;政策聚焦资源导向型,需完善微观管理上的内容;为实现政策的可持续发展,应设立评估制度、监管政策,进一步提升政策对旅游产业发展的支撑效力。

Industrial policy is an important force to promote the construction of Hainan International Tourism Island,and the evolution of the policy directly affects the vitality of the policy.The relevant policy documents of Hainan’s tourism industry formulated from 2010 to 2020 are analyzed,to understand the characteristics of Hainan’s tourism industry policy and the focus of resource allocation.It can be seen that the tourism industry policy should focus more on strengthening the“industry”aspect;laws,regulations and other forms need to be enriched;the policy focus is resource-oriented,and the content of micro-management needs to be improved.In order to achieve sustainable development of the policy,an evaluation system should be established and regulatory policies.The support effectiveness of policies for the development of the tourism industry should be enhanced in the future.
