摘要
城乡统一建设用地市场的建立对促进海南城乡统筹发展、实现乡村振兴,推动自贸港建设等目标的实现至关重要。本文以海南省“三块地”改革试点文昌市为研究域,基于2016~2021年文昌市国有土地和集体经营性建设用地入市交易数据,运用倾向得分匹配法(PSM)研究分析文昌市城乡统一建设用地市场的成熟度。研究表明:2016~2021年,文昌市城乡统一建设用地市场成熟度已经从发展型转变为过渡型,正在向“同地同价同权”的成熟型土地市场转变。提出完善农村集体经营性建设用地市场的建议:完善市场运行机制、促进农村经济发展、提高集体经济组织的组织化水平、重视风险防控。
The establishment of a unified urban and rural construction land market is crucial to promoting the coordinated development of urban and rural areas in Hainan,realizing rural revitalization,and promoting the realization of goals such as the construction of a free trade port.This paper takes Wenchang City,a pilot city of Hainan Province's"three lands"reform as the research field,and based on the market transaction data of state-owned land and collectively-owned construction land in Wenchang City from 2016 to 2021,using the propensity score matching method(PSM)to study and analyze the urbanrural unity of Wenchang City The maturity of the construction land market.The research shows that:From 2016 to 2021,the maturity of the urban and rural unified construction land market in Wenchang City has changed from a developmental type to a transitional type,and is changing to a mature land market of"same land,same price and same rights".Suggestions on improving the rural collective commercial construction land market are put forward:improve the market operation mechanism,promote the development of rural economy,improve the organization level of collective economic organizations,and pay attention to risk prevention and control.
