英国绿带经验对我国城市开发边界管控的启示

The enlightenment of UK Green Belt experience to Chinese urban growth boundary management and control

英国绿带政策有效控制了城市扩张和人口增长,是一项相对成熟的国土空间用途管制工具。本文利用内容分析法,梳理了英国绿带政策管理现状,总结归纳了英国绿带的发展经验。在此基础上,提出建立并适时调整划定城市开发边界的合理目标,制定城市开发边界划定实施的相关立法与政策方针,探索在刚性管控下的弹性操作空间,注重城市开发边界划定的生态属性,节约集约土地,提高土地利用率等建议,以期为我国城市开发边界的管控提供参考。

The British Green Belt policy effectively controls the growth of urban population and urban expansion,which is a relatively mature tool of territorial space use control.Through content analysis,this paper combs the current management situation,summarizes the development experience of the British green belt.On this basis,suggestions and advices to the urban development boundary in China are given,such as establishing and adjusting the reasonable target of delimiting urban development boundary,formulating relevant legislation and policy guidelines for the demarcation and implementation of urban development boundaries,exploring flexible operation space under rigid control,paying more attention to the ecological attribute of delimiting urban development boundary,and improving the utilization rate of land by conserving and intensive land.
