城市更新背景下上海土地储备政策执行过程分析——基于史密斯政策执行过程模型

Analysis of the implementation process of Shanghai's land reserve policy under the background of urban renewal:Based on Smith's policy implementation process model

随着城市发展面临新增用地指标天花板,土地储备需要依托城市更新的规划导向,从过去“分散收储、零散出让、遍地开花”的模式,向“整体策划、成片改造”转变。本文以史密斯政策执行过程模型为研究框架,从史密斯四要素及其互动关系的角度对土地储备政策执行过程进行剖析,认为城市更新背景下土地储备政策执行问题产生原因主要为:理想的政策文本缺乏、执行机构有效执行能力不足、目标群体复杂性高、执行土地储备的政策环境变动大。此可为土地储备管理工作的发展和完善提供参考和借鉴。

As urban development faces the ceiling of new land use quotas,land reserves need to be transformed from the past model of"decentralized acquisition and storage,scattered sales,and blooming everywhere",relying on the planning orientation of urban renewal,to"overall planning,piece-by-piece transformation".This paper takes Smith's policy implementation process model as the research framework,and analyzes the implementation process of land bank policy from the perspective of Smith's four elements and their interaction.The lack of policy texts,the lack of effective enforcement capacity of implementing agencies,the high complexity of target groups,and the large changes in the policy environment for implementing land banks.It is hoped that through the analysis and research of this paper,it can provide corresponding reference and reference for the development and improvement of land reserve management.
