某市卫生健康项目绩效评价分析及对策探讨

Performance evaluation of healthcare projects in a city

目的分析卫生健康项目绩效评价情况,根据项目实施情况提出改进策略。方法基于卫生健康项目4维绩效评价体系,以预算执行率、产出、效益和满意度为指标,以某市2019年—2020年870个市级卫生健康项目为样本,对项目进行绩效评价并对评价结果进行分析。结果不同类别项目绩效评价预算执行率、产出指标得分率、效益指标得分率和总分差异有统计学意义;2020年项目预算执行率和产出指标得分率高于2019年项目;经常性项目预算执行率、产出指标得分率和效益指标得分率高于一次性项目;疫情防控相关项目产出指标得分率、满意度指标得分率和总分高于非疫情防控相关项目;500万元及以上项目产出指标得分率高于500万元以下项目。结论建议规范卫生健康项目绩效评价的管理制度,保障卫生健康项目实施质量。

Objective To analyze the performance evaluation of healthcare projects and propose improvement strategies according to the implementation of the projects.Methods Based on the four-dimensional(budget execution rate,output,benefit,and satisfaction)performance evaluation system of healthcare projects,870 municipal-level healthcare projects in a city from 2019 to 2020 were included to evaluate and analyze their performance.Results There were statistically significant differences in the budget execution rate,output index score,benefit index score,and total score in the performance evaluation of different types of projects.The budget execution rate and output index score of the projects in 2020 were significantly higher than those of healthcare projects in 2019.The budget execution rate,output index score,and benefit index score of regular projects were significantly higher than those of one-offprojects.The output index score,satisfaction index score,and total score of COVID-19 prevention and control-related projects were significantly higher than those of other projects.The output index score of the projects funded with 5 million RMB yuan and above were significantly higher than those of projects funded below 5 million RMB yuan.Conclusions It is recommended to standardize the management system of performance evaluation of health projects to ensure the quality of project implementation.
