Development of an evaluation and selection index system for feasible health technologies in the new era

目的尝试构建卫生与健康适宜技术评价遴选指标体系。方法在实地调研的基础上,通过文献查阅、头脑风暴法和专家小组讨论拟定评价指标及研究框架,运用德尔菲法经过两轮专家咨询,建立最终的遴选评价指标体系。结果两轮咨询专家积极系数分别为81.8%、94.4%,专家权威系数均大于0.80;第二轮咨询后,其指标的重要性、可行性和敏感性方面,专家意见的协调系数分别为0.187、0.271、0.369(均P<0.001);形成的指标体系包括6个一级指标,20个二级指标和38个三级指标。结论本研究建立的卫生与健康适宜技术评价遴选指标体系具有科学、系统和可操作性强等特点,可为卫生与健康适宜技术的遴选评价、推广应用及相关研究提供依据和借鉴。

Objective To develop an evaluation and selection index system for feasible health technologies(FHT).Methods On the basis of field survey,the evaluation indicators and research framework were formulated through literature review,brainstorming method,and expert group discussions,and the final evaluation and selection index system was established through two rounds of expert consultation using the Delphi method.Results The enthusiasm coefficients of the two rounds of consultation were 81.8%and 94.4%,respectively,and the authority coefficients were above 0.80.After the second round of consultation,the coordination coefficients of expert opinions were 0.187,0.187,and 0.187 for the importance,feasibility,and sensitivity of the indicators(all P<0.001).The final indicator system included 6 first-level indicators,20 second-level indicators,and 38 third-level indicators.Conclusions The evaluation and selection index system for FHTs is scientific,systematic,and highly operable,which can provide a basis and reference for the selection,evaluation,promotion,and application of FHTs and the relevant research.
