摘要
再生水利用既可缓解水资源短缺,又能避免生态环境破坏,还可以实现资源的有效循环利用,是坚持绿色发展和推进生态文明建设的必然选择。结合动态SBM法和Meta-frontier模型,构建中国27个省(自治区、直辖市)2010—2019年间再生水利用的效率评价模型,动态测算并分析各省份的共同边界技术效率、组群技术效率和组群之间的技术落差。研究发现:无论在共同前沿还是在群组前沿下,中国再生水利用效率整体水平不高,且存在显著的区域差异;群组前沿下的再生水利用效率值比共同前沿下有所改善,共同前沿下的再生水利用效率反映出其潜在的提升空间;造成中国东、中、西部区域各省份再生水利用无效的主要原因是技术无效和管理无效。坚持绿色经济与绿色发展道路,提高中国再生水利用水平,应进一步提高再生水利用率、加强再生水利用的区域交流并因地制宜制定污水治理措施。
Reclaimed water utilization can not only alleviate the shortage of water resources,but also avoid the damage of ecological environment,and also realize the effective recycling of resources.It is an inevitable choice to adhere to green development and promote the construction of ecological civilization.This study combines the dynamic SBM method and Meta-frontier model to evaluate the efficiency of reclaimed water in 27 provinces(districts and cities)of China from 2010 to 2019,and dynamically calculates and analyzes the meta-frontier efficiency,group efficiency and technical gap.The results show that,both meta-frontier efficiency and group efficiency of reclaimed water utilization in China is still low,also there exist significant regional differences.Due to different production frontier,the group efficiency of reclaimed water utilization is more advanced than the meta-frontier efficiency,and the latter one reflects the potential improvement space.Technology inefficiency and management inefficiency are the primary reason for the reclaimed water utilization inefficiency in the three regions of China.To adhere to the path of green economy and green development,and expand the utilization of reclaimed water in China,the reclaimed water utilization efficiency should be improved firstly.Then the regional exchange and cooperation of reclaimed water use should be strengthened by government.Moreover,the sewage treatment strategies should be formulated according to local conditions.
