职业本科院校治理现代化的内容、症结与推进策略——基于21所职业本科院校章程文本分析

Core Issues,Crucial Reasons and Realization Path of Modernization of Vocational University Governance--Based on the Analysis of the Articles of Association of 21 Vocational Universities

职业院校进行本科层次的改革与治理是职业教育迈向高质量发展的必要趋势。通过选取21所职业本科院校章程文本为研究对象,运用NVivo12.0Plus软件对章程内容进行三级文本编码分析,发现职业本科院校治理现代化存在着治理主体结构单一,权责不清;治理内容特色不显,杂乱不一;治理机制不成体系,难以运作的问题。建议遵循章程制度体系,明确治理主体权力与职责;依据地方办学实际,细化治理内容架构;构建内部治理机制,推动治理体系有序运转以实现职业大学治理现代化。

Reform and management at undergraduate level of Vocational colleges and universities is the necessary trend of vocational education moving towards high quality development. By selecting the articles of association of 21 vocational universities as the research object, using NVivo12.0 Plus software to conduct three-level text coding analysis of the contents of articles of association, it is found that the modernization of governance of vocational university has problems like single governing body structure, unclear definition of rights and responsibilities, vague characteristics of governance content, disorganization, and unsystematic governance mechanisms that are difficult to operate. Therefore, it is proposed to regulate by the system of articles of association and clear the power and responsibility of governance bodies, and clarify the content framework of governance according to the actual situation of the university, and construct a governance mechanism inside to promote a smooth running of governance system so as to achieve the modernization governance of vocational universities.
