浙江省化妆品“百千万”美丽消费示范工程评价体系及评分细则

Evaluation system and scoring rules for the beauty consumption demonstration project“Hundreds of Thousands”for cosmetics in Zhejiang province

通过查阅文献、试点调研、案例借鉴,研究制定了化妆品“百千万”美丽消费示范工程绩效考核指标体系及考核评分细则,对其中各项指标考核内容、指标解释、计分方法等进行了阐述。笔者所在学校作为第三方评价机构,于2017年-2020年连续4年对浙江省各地市开展化妆品“百千万”美丽消费示范工程创建绩效进行考核评价。结果表明该考核指标体系和评分细则实现了考核评价的有效量化,保证了浙江省化妆品“百千万”示范创建工程绩效考核工作的客观公正,为落实化妆品经营单位主体责任,规范化妆品经营秩序,保障化妆品消费安全做出了重大贡献。

Through literature review,pilot research and case study,the performance assessment index system and scoring rules of cosmetics for“Hundreds of Thousands”beauty consumption demonstration project were studied and developed,and the assessment content,index interpretation and scoring methods of various indicators were elaborated.As a third-party evaluation institution,Zhenjiang Pharmaceutical College has evaluated the performance in the“Hundreds of Thousands”beauty consumption demonstration project for cosmetics in Zhejiang province for four years from 2017 to 2020.Results show that the assessment index system and scoring rules can achieve effective quantitative evaluation and ensure the performance assessment work objective and fair,which have implemented the responsibility of the cosmetic business units,standardized the management order,and made a significant contribution to ensure the safety of cosmetics consumption.
