论日本海洋战略及海洋体制的发展

An Analyse on Japan's Coast Strategy and Coastal System's Development

在海洋立国战略指导下,日本确立了内阁首相领衔、海上保安厅主导的海洋体制,并利用现有国际海洋法的缺陷,以维护海上安全为借口不断扩大自身海洋权益。日本以中国为海洋战略竞争对手,配合美国“印太战略”强化对中国的海上围堵,遏制中国海洋战略发展,同时深化日美海权同盟,企图共同主导全球和地区海洋秩序,从而建立起扩张型海洋体制,借此实现恢复“正常国家”和谋求大国地位的梦想。日本这种扩张型海洋体制不符合和平发展的世界潮流,应该走构建人类海洋命运共同体的道路。

Under the guidance of the strategy of building a nation by sea,Japan has established the marine management system led by the Prime Minister of the Cabinet,constantly expanded the scale of the maritime security office,made use of the defects of the existing marine international law and maritime security as an excuse,expanded its own marine rights and interests through domestic legislation,and deepened the US Japan alliance to jointly lead the global and regional marine order,so as to establish an expanded marine system to promote the development of the country.This is the dream of realizing the normal state and restoring the status of a great power.Japan's expansionary marine system is not in line with the world trend of peaceful development.It should take the road of building a community with a shared future for mankind's oceans.
