金沙江下游流域分布着乌东德、白鹤滩、溪洛渡、向家坝4座巨型梯级水电站,规划装机容量4646万kW,多年平均发电量1934.53亿kW·h,相当于两个三峡工程。长江电力通过对“建管结合、无缝交接”管理模式的传承复制与创新发展,高标准高质量完成了梯级水电站电力生产准备工作。在业内首次提出人力资源跨区域选拔培养新模式,在深度融入工程建设过程中,提出了“设计零疑点”“制造零缺陷”“安装零偏差”“进度零延误”“运行零非停”“安全零事故”的“六零”管理目标,从源头构建本质安全型电站,实现了电站运行管理要求与“精品工程”创建的紧密结合。为机组顺利投产发电,电站长期安全稳定运行奠定了基础,经济、社会、人才等效益显著。

In the lower reaches of the Jinsha River,there are four giant cascade hydropower stations,Wudongde,Baihetan,Xiluodu and Xiangjiaba,with a planned installed capacity of 46.46 million kW and an average annual power generation of 193.453 billion kW·h,equivalent to two Three Gorges Projects.Through inheritance replication and innovative development of the management mode of"combination of construction and management and seamless handover",Yangtze Power has completed the preparation for power production of cascade hydropower stations with high standards and quality.It is the first time in the industry to put forward a new mode of cross regional selection and training of human resources.In the process of deep integration into the project construction,it proposes"six zero"management goals of"zero doubts in design","zero defects in manufacturing","zero deviation in installation","zero delay in progress","zero non-stop operation"and"zero safety accidents".It builds intrinsically safe power stations from the source,realizing the close combination of power station operation management requirements and the construction of"high-quality projects".It has laid a foundation for the smooth operation of the unit and the long-term safe and stable operation of the power station,with remarkable economic,social,talent and other benefits.
