市域社会治理现代化中基层治理的进阶式发展

Advanced Development of Grassroots Social Governance Under Municipal Social Governance Modernization

市域社会治理现代化是解决基层治理多重困境,推进基层治理现代化的重要突破口。以G市X区的矛盾多元化解机制为典型案例,对实施市域社会治理现代化前后的基层治理进行比较研究,为基层治理从县域走向市域提供学理性解释。研究发现,基于整体性视角,从县域走向市域彰显了基层治理的进阶式发展。需要说明的是,治理层级的提高并不必然带来更好的治理效果,市域社会治理现代化成功与否最终要落实到治理效能上,基层治理的“主战场”和“最后一公里”仍在县域,平衡好治理层级上移和治理重心下移二者之间的关系尤为重要。弱市强区条件下的市域社会治理空间较大,地方政府更有动力推进市域社会治理现代化。

This article attempts to conduct case analysis and research demonstrations on District X in City G,trying to provide logical deductions and legitimacy explanations for grassroots governance from county to city.The study finds that county governance and municipal governance are at different stages of the life cycle of grassroots governance.There is a mutual embedded symbiosis and a two-sided relationship between them.The transition from county governance to municipal governance demonstrates the accumulation of advantages of grassroots governance.The process of innovation iterative effect;the two are embedded in each other and have their own power boundaries.Municipal governance is a structural innovation of the social governance system,but the weak areas and shortcomings of social governance are at the grassroots level,and the focus of work is at the grassroots level.It is necessary to balance the relationship.
