陕西省教育信息化的演变逻辑与发展路径

Study on Evolution and Development Path of Educational Informatization in Shaanxi Province

2012—2021年,陕西省教育信息化发展经历了高速推进和深入发展两大阶段,取得了一定的发展成就,遵循着从政府全面主导到多元主体共同参与的产生机制,从重视效率到以公平质量为主的价值取向,从单一政策工具到科学合理调整多种政策工具作保障的过程取向,从经济学话语规则为主到多样化发展等演进逻辑。与此相应,可从四个方面入手,通过优化教育事业战略布局、合理配置教育信息化资源、调整政策工具使用结构和深化多主体民意融合等路径,进一步促进陕西省教育信息化高质量发展,助力开启陕西省教育现代化和教育强省建设的新征程。

From 2012 to 2021,the development of educational informatization in Shaanxi Province has gone through two stages:high-speed promotion and in-depth development,and has made certain development achievements.It follows the evolution logic from the comprehensive leadership of the government to the joint participation of multiple subjects,from attaching importance to efficiency to the value orientation based on fair quality,from the process orientation of scientifically and reasonably adjusting a variety of policy tools as guarantee,and from economic discourse rules to diversified development.Correspondingly,it can be started from four aspects to further promote the high-quality development of educational informatization in Shaanxi Province and help open a new journey of educational modernization and the construction of a strong educational province by optimizing the strategic layout of education,reasonably allocating educational informatization resources,adjusting the use structure of policy tools and deepening the integration of multi-agent public opinion.
