摘要
农科生的公费培养政策是实现农科教育变革与乡村人才振兴协同推进的重要举措,对于引导高素质农科人才流入基层农村具有重要意义。文章首先借助调研数据揭示了公费农科生履行合约的意愿现状,然后从系统视角出发,探讨了政策设计、高校培养和工作岗位特征对履约意愿的影响效应,进而提出针对性的政策优化建议。结果发现:有近四分之一的公费农科生履约意愿较低,现有政策仍需进一步改进。政策设计中的限制性政策和违约后果,高校培养中的专业素养、实践技能和三农情怀,岗位特征中的薪资待遇、晋升阻力和工作压力,都是公费农科生履约意愿的显著影响因素。
The public-supported training policy of agricultural students is an important measure to realize the coordinated promotion of agricultural education reform and rural talent resources,and it is of great significance to guide high-quality agricultural talents to flow into rural areas.This paper first reveals the status-quo of the willingness of government-supported agricultural students to fulfill the contractual obligations with the help of research data.Then,from the perspective of system,this paper discusses the effects of policy design,university training and job characteristics on compliance intention,and then puts forward some targeted policy optimization suggestions.The results show that:nearly a quarter of the government-supported agricultural students had low willingness to perform the contract,and the existing policies need to be further improved.Restrictive policies and consequences of breach of contract in policy design,professional quality,practical skills and feelings and cognitions for agriculture,rural areas and farmers in college training,and salary,promotion resistance and work pressure in job characteristics are all significant factors influencing the willingness to perform contracts on the part of government-supported agricultural students.
