全面抗战爆发前国民党的涉日危机应对:以《新生》周刊事件为中心

The Kuomintang's Responses to the Japan-related Crisis before the Outbreak of the Total War of Resistance:Centered on The Renaissance Weekly Incident

1935年华北事变期间,日本方面以上海发行的《新生》周刊所载《闲话皇帝》一文有“大不敬”文句为由,挑起事端,威逼中方接受种种无理要求。在持续一个多月的交涉过程中,不仅天津和上海地方当局疲于应对,相继接受日方的各项条件,国民政府外交部乃至国民党中央党部也成为日本驻华使领馆官员的直接交涉对象,最后以全盘接受日方要求并由国民党中央党部的代表公开多次道歉而收场。围绕《新生》周刊事件的对日交涉和结局表明,在日益严峻的民族存亡危机之下,国民党对日妥协让步政策必然导致误国害民的恶果,国民党中央决策体制也无法正常运作。

During the North China Incident in 1935,taking the excuse of so called“great disrespect”sentences in Gossip to Emperor published in The Renaissance Weekly issued in Shanghai Japan stirred up trouble and threatened China to accept various unreasonable demands In the process of negotiation for more than a month,not only Tianjin and Shanghai local authorities tired of dealing with Japanese and successively accepted their conditions and the Nationalist government and even the Kuomintang Central Party Office had become the direct bargaining objects of Japanese officials of embassy and consulates,and ended the negotiation with fully accepting the Japanese requirements and repeated public apologies by representatives of the Kuomintang Central Party Office.The negotiation and conclusion display that with the increasingly serious national survival crisis,the Kuomintang's compromise policy towards Japan inevitably led to the consequences of harming the country and the people,and the Kuomintang's central decision-making system also could not operate normally.
