湖南省乡村风貌分级分类管控体系初探

A Preliminary Study of Administrative System for Tiering and Categorization of Rural Scenery in Hunan Province

在国土空间规划体系和乡村振兴的双重背景下,乡村风貌管控成为重要的研究课题。通过对乡村风貌的研究与探索,立足湖南省乡村风貌管控现状,提出乡村风貌管控存在可操作性和针对性两大现实问题,提炼出区别于城市风貌且具有湖南省地域特色的乡村风貌核心管控要素,对城郊融合类、农业发展类、生态保护类、特色保护类和集聚提升类5种村庄类型分类制定风貌管控的目标、要素与方式,对应湖南省“四级三类”国土空间规划体系,建立“市—县—乡镇”层级递进式乡村风貌管控体系,以期为下阶段研究奠定基础。

Under the background of systematically land planning and rural revitalization,rural scenery administration has become a key research topic.The rural scenery related researches and exploration were analyzed based on the current status of rural scenery administration in Hunan Province.Feasible and targeting questions concerning rural scenery administration were raised.Some key rural scenery administrative elements with characteristics of Hunan Province were summed up,which is different from that of city scenery.Furthermore,goals,key elements and developed approaches of targeting the five methods of village categorization were set,including merging of urban and rural areas,agriculture development,ecosystem protection,preservation and agglomeration promotion.A“city-county-township”progressive structure for rural scenery administration was also established based on the“four tiers and three categories”land planning system of Hunan Province.With all of our efforts,we hope to lay a solid foundation for further research.
