摘要
基于中国70个大中城市的172份人才安居政策文件,运用双重差分法探究了人才安居政策对地方产业升级的影响。结论显示:人才安居政策显著促进了产业结构整体化和高级化,且随着政策的优化和完善,政策力度的增加有助于产业结构整体化升级,而对于产业结构高级化则存在显著的倒U型影响;机制分析发现,加快人力资本积累和提高技术创新水平是人才安居政策助推产业结构升级的重要传导路径;异质性视角下,人才安居政策对经济落后地区的产业升级具有更显著的促进效果。
Based on 172 talent introduction policies from 70 large and medium-sized cities in China, this paper applied the difference-in-differences method to test the effect of talent introduction policy on regional industrial upgrading. The results showed that, talent introduction policies have significantly promote the integration and advancement of industrial structure. And along with the optimization and perfection of policies, strengthening policy implementation was conductive to the upgrading of industry structural integration, which had an obvious inverted “U-shaped”effect on the advancement of industrial structure. Mechanism test showed that, there were two important conduction paths in the relationship between talent introduction policy and industry structural upgrading, that is, the accelerating of human capital accumulation and the promotion of technological innovation level. In addition,from the heterogeneous perspective, the positive effect of talent introduction policy was more remarkable in economically disadvantaged areas.
