摘要 技术体系不仅决定了应用型科研院所技术创新能力和核心竞争力,还决定了产品研制能力和业务发展能力。文中分析了应用型科研院所技术系统特点和构建技术体系需要解决的问题,在比较钱学森现代科学技术体系框架和美国国防部体系结构框架两种思想理念的基础上,提出了一种结构设计、数据生成、视图描述相分离的应用型科研院所技术体系集成构建方法,结合技术体系构建实践阐述了基于系统设计方法的结构设计过程、基于能力缝隙分析法和“5+5”推断分析法的数据生成过程、基于DoDAF 2.0的视图描述过程,为应用型科研院所构建满足技术需求和管理需求的技术体系提供参考。 The technology system not only determines the technological innovation ability and core competitiveness of military scientific research institutes, but also determines the product development ability and future combat ability. This paper analyzes the characteristics of the technical system of military scientific research institutes and the problems to be solved in building the technical system. Based on the comparison of Qian Xuesen’s modern science and technology system framework and U.S. Department of defense Architecture Framework, this paper puts forward an integrated construction method of the technical system of military scientific research institutes with the separation of structural design, data generation and visual description, Combined with the construction practice, this paper expounds the structural design process based on the system design method, the data generation process based on the capability gap analysis method and the “5+5” inference analysis method, and the view description process based on DoDAF 2.0, so as to provide a reference for military scientific research institutes to build a technical system that meets the technical and management needs.
