价值导向下全过程工程咨询服务能力量值评估及提升路径研究

Research on the Maturity Evaluation and Promotion Path of Whole Process Engineering Consultation Under Value Orientation

基于全过程工程咨询的本质内涵从政府、建设单位和咨询单位3个角度阐述全过程工程咨询的价值体现,从而在价值导向下构建咨询企业的全过程工程咨询服务能力评估体系,确定能力量值。基于能力成熟度模型将咨询企业能力水平划分为初始发展阶段、战略发展阶段、升级发展阶段、成熟发展阶段。并针对不同成熟度提出了能力提升的有效路径。

Based on the essential connotation of whole process engineering consultation,this paper expounds the value embodiment of the whole process engineering consultation from the perspectives of the government,the construction, and the consulting organization. The whole process engineering consulting service capability evaluation system for consulting enterprises is constructed under the value orientation. The capability value is determined and then verified by an example. Based on CMM,the capability level of consulting enterprises is divided into initial development stage,strategic development stage,upgrading development stage, and mature development stage. Finally,an effective path to improve the capability is proposed for different maturity,which provides a useful reference for consulting enterprises to improve the whole process engineering consulting service capability.
