我国地方政府电子政务建设的思考与实践--以绥芬河市政府电子政务为例

Thinking and Practice of E-government Construction of Local Governments in China--Take Suifenhe Municipal Government E-government as an Example

电子政务从产生到发展,再到广泛应用,经过了不同的发展阶段,产生了多种应用模式,每个阶段、每种模式都有着独特的优势、非凡的意义、不同的应用领域.本文以绥芬河市电子政务建设为例,剖析地方政府电子政务建设的过程及遇到的问题,有针对性地制定行之有效的对策,经过十余年的发展建设,基本趋于成熟稳定,不仅深入人们的日常学习、工作、生活各领域,使百姓生活更加便捷,而且能够很好地服务地方经济建设发展,推进公务员整体素质和全社会信息化水平提升,更有利于建设高质量服务型地方政府.

E-government has gone through different stages of development from its emergence to its development and then to its wide application,resulting in a variety of application modes.Each stage and mode has unique advantages,extraordinary significance and different application fields.Taking the e-government construction of Suifenhe City as an example,this paper analyzes the process and problems encountered in the e-government construction of local governments,and formulates targeted and effective countermeasures.After more than ten years of development and construction,it has basically become mature and stable.It not only goes deep into people’s daily study,work and life,makes people’s life more convenient,but also can well serve the development of local economic construction,Promoting the overall quality of civil servants and the informatization level of the whole society is more conducive to building a high-quality service-oriented local government.
