轨道交通投融资发展现状及对策研究

Research on the Development Status of Rail Transit Investment and Financing and the Countermeasures

分析了城市轨道交通迅速成为大中型城市的骨干交通方式的现状,从轨道交通发展及其投融资现状入手,对我国相关的政策进行梳理分析,整理出当前投融资方面存在的问题,包括投资主体相对单一,对政府财政依赖性较大;建设步伐过快,投资动力不足;运营收入缺口较大,项目自身盈利能力较弱;缺乏合理的补贴机制,政府压力过大,从积极发展多元主体的投融资模式;合理控制规划,管理投资总规模;提升盈利能力,发挥其双重价值;制定合理的补贴机制,调动积极性4个方面提出了保障轨道交通合理发展的相关措施建议。

This paper analyzes the current situation of urban rail transit becoming the backbone transportation mode in large and medium-sized cities, analyzes the related policies, sorts out the existing problems in investment and financing, such as main body of investment is relatively single and depends on government finance greatly;the pace of construction is too fast and the investment motivation is insufficient;the operating income gap is large, and the profitability of the project itself is weak;without a reasonable subsidy mechanism,the government is under too much pressure, and puts forward relevant measures and suggestions to ensure the rational development of rail transit from four aspects of actively developing diversified main body investment and financing mode;reasonably controlling planning and manage the total investment scale;improving profitability and give full play to its dual value;formulating a reasonable subsidy mechanism to arouse enthusiasm.
