高质量联动推进未来社区建设和老旧小区改造——破解空间、资金、可持续三大难题

Promoting Future Community Construction and Old Community Renovation by High-quality Coordination--Solving three major problems of space scarcity,funding shortage,and operation unsustainability

未来社区和老旧小区改造都是重大民生工程和发展工程。在未来社区建设由点上创建迈向全域推广的关键阶段,有必要着力解决当前老旧小区改造面临的空间挖掘难、资金筹措难与可持续运营难三大问题,高质量联动推进未来社区建设和老旧小区改造。本文研究认为,建立两项工作的联动推进机制,应重点围绕“四个方面”转变,做好规划指标设置、存量资产盘活、资金开源节流、运营多元共建、数字降本增效五方面工作。

Future community and old community renovation are both major livelihood projects.In the key stage of future community construction from pilot demonstration to overall development,it is necessary to focus on solving three major problems of space scarcity,funding shortage and operational unsustainability faced by the current transformation of old communities,and promote future community construction and old community renovation by high-quality coordination.This paper proposes to establish a coordination promotion mechanism for the two works,which should focus on the"four perspectives"transformation and emphasize the following five aspects,namely planning indicators setting,stock assets revitalization,increasing revenue and decreasing expenditure of capital source,co-operation diversification,and digital cost reduction and efficiency increase.
