上海市城市体检特色、方法与思考

Characteristics,Methods and Thoughts of Urban Physical Examination in Shanghai

2021年上海市区两级同步开展城市体检,形成“体系构建-数据采集-计算评价-诊断建议-行动落实”的体检工作闭环流程,探索出超大城市体检工作的上海经验。本文提出建立部级指标本地化、市级指标引领性、区级指标个性化的指标体系,创建市、区上下联动的指标数据采集路径,创新“四分类矩阵”指标评估诊断方法,最终根据诊断结果提出行动建议,梳理形成128个体检行动项目库。在此基础上,本文对体检结果应用机制完善、城市体检推动城市更新行动的方法和市、区、街镇三级互通的体检信息系统建设提出展望。

In 2021,Shanghai carried out urban physical examination at both the municipal level and the district levels to explore the experience of urban physical examination in mega cities,which has formed a closed-loop process of urban physical examination constructed in five links,including"System Construction-Data Collection-Calculation and Evaluation-Diagnosis Suggestions-Action Implementation",.It is proposed to establish an index system that ministerial indicators should be localized,municipal indicators play a leading role,and district level indicators have their own characteristics in urban development;to create an index data collection path with up-down linkage between city and districts;and to innovate the index evaluation and diagnosis method of"four classification matrix.Finally,based on the diagnosis results,action suggestions were put forward,and a database of 128 physical examination action items were formed.Prospects for the improvement of the application mechanism of physical examination results are put forward,so as the methods of urban physical examination to promote urban renewal and the construction of physical examination information system at the three levels of city,district,and neighborhood.
