交通基础设施改善促进了城市经济高质量发展吗?--基于高铁开通的准自然实验

Has the Improvement of Transportation Infrastructure Promoted the High-Quality Development of Urban Economy?——A Quasi-natural Experiment Based on the Launch of the High-speed Railway

基于2003—2018年中国278个地级市数据,构建多时点DID模型分析高铁对城市经济高质量发展的影响和具体作用路径。研究发现:(1)高铁开通对城市经济的高质量发展具有显著的促进作用,并且这种促进效应随时间呈现出增强的趋势;(2)高铁开通主要是通过提升城市的配置效应、创新能力以及助推产业结构升级来提高经济高质量发展水平;(3)高铁开通对城市经济高质量发展的拉动作用在东部城市、直辖市、副省级城市以及大型城市更强。上述研究为理解高铁建设与城市经济发展之间的关系提供了新的经验证据,也为进一步优化高铁布局提供了有益的政策启示。

Based on the data from 278 prefecture-level cities in China from 2003 to 2018,this paper constructs a multi-time DID model to analyze the impact of high-speed rail on the high-quality develop⁃ment of the urban economy and its pathway of action.The study found that:(1)High-speed rail trans⁃portation has a significant role in promoting the high-quality development of the urban economy,and this promotion effect has shown an increasing trend over time;(2)High-speed rail enhances the city's configuration effect,innovation ability,and boost industries structural upgrading,thereby improving the level of high-quality economic development;(3)The driving effect of high-speed rail operation on the high-quality development of the urban economy is stronger in eastern cities,municipalities,sub provincial cities,and large cities.The research provides new empirical evidence for the relationship be⁃tween high-speed rail construction and urban economic development and also provides useful policy in⁃spiration for further optimizing the layout of high-speed rail.
