实现养老保险全国统筹的困境与出路

养老保险是我国保障社会保障制度最重要的部分之一,其与老年人的生活息息相关,实现我国基本养老保险全国统筹是全国人民切实关心的问题。2015年,我国基本实现了省市之间养老保险的统筹,但省和省之间还未形成统筹,实行养老保险全国统筹,有利于实现社会公平,解决某些省份养老金入不敷出的问题,提高老年人生活水平,对推动我国养老事业稳步健康发展具有重大意义。在分析我国养老保险全国统筹面临的困境和借鉴国外先进经验的基础上,坚持借鉴经验和本土化适应的原则,提出应明确划分中央与政府的责任,利用区域一体化发展缩小地区间经济差异,利用大数据完善信息管理与监督系统,从而完善我国的养老保险全国统筹制度。

Endowment insurance is one of the most important parts of China’s security social security system,the rest of the elderly life is closely related to the realization of the national pooling of China’s basic endowment insurance is a practical concern of the whole country people.In 2015,our country the basic implementation of endowment insurance between provinces and cities as a whole,but has not yet formed as a whole,the national endowment insurance as a whole,is conducive to realize social equity,solve the problem of some provinces pension cannot make ends meet,improve the living standard of the elderly,to promote the steady and healthy development of our country pension undertakings is of great significance.In the analysis of the national endowment insurance as a whole dilemma and draw lessons from foreign advanced experience,adhere to the principle of experience and localization,put forward clearly divide the responsibility of the central and the government,using regional integration development narrow regional economic differences,using big data to improve the information management and supervision system,so as to improve the endowment insurance national system as a whole.
