谈新《职教法》“统筹推进职业教育与普通教育协调发展”

新《职教法》提出要“统筹推进职业教育与普通教育协调发展”,其中“协调发展”是对旧版《职教法》的继承,“统筹推进”是对旧版《职教法》的发展。该条款对于改变当前职业教育改革发展中的规模结构、经费结构和各地发展不协调现象具有重大现实意义和指导价值。当务之急,是要抓住“规模”和“经费”这两个结构性指标“不协调”的问题,一方面,要依法落实各级政府“统筹推进”的主体责任,做到“不缺位”;另一方面,要深化“放管服”改革,推进职业学校和培训机构依法开展“校企合作”,做到激发办学活力“不越位”。
