环境规制、技术进步与能源碳排放效率 被引量:13

摘要 文章通过超效率SBM模型对中国30个省份2006—2020年能源碳排放效率进行测算,发现中国能源碳排放效率呈现上升趋势,在空间上呈现东部地区>西部地区>中部地区的分布格局,进一步将环境规制、技术进步与能源碳排放效率纳入同一框架分析环境规制、技术进步与能源碳排放效率的关系,研究发现:环境规制对能源碳排放效率具有显著抑制作用,且环境规制通过抑制技术进步水平而降低能源碳排放效率。因此,应坚持新发展理念,优化绿色绩效考核,科学合理地选择和制定环境规制政策,同时应加大技术创新投入,营造良好的创新环境,激励企业绿色转型,从而实现能源碳排放效率进一步提升。 Through the super efficiency SBM model,this paper calculates the energy carbon emission efficiency of 30 provinces in China from 2006 to 2020.It is found that China's energy carbon emission efficiency shows an upward trend,showing a spatial distribution pattern of eastern region>western region>central region,and further brings environmental regulation,technological progress and energy carbon emission efficiency into the same framework to analyze environmental regulation.The relationship between technological progress and energy carbon emission efficiency,the study found that:Environmental regulation has an inhibitory effect on energy carbon emission efficiency;And found that environmental regulation reduces energy carbon emission efficiency by inhibiting the level of technological progress.Therefore,we should adhere to the new development concept,optimize green performance appraisal,scientifically and reasonably select and formulate environmental regulation policies.At the same time,we should increase investment in technological innovation,create a good innovation environment and encourage enterprises to make green transformation,so as to further improve the efficiency of energy and carbon emission.
