政治认同视域下农村基层党组织执政能力建设的困境及其应对

Difficulties and Countermeasures of Rural Grass-roots Party Organizations'Ruling Ability Construction under the Political Vision

民众政治认同的构建作为获取政治合法性的重要渠道,历来备受执政党和政府的关注。在构建农民政治认同的过程中,农村基层党组织发挥了关键作用。农民政治认同的增强与农村基层党组织执政能力建设密切相关,二者相互影响。当前农村基层党组织执政能力建设面临的政治认同困境包括绩效不足、制度滞后、意识形态多元、领导能力不强。为有效应对困境,农村基层党组织应当从加快农村经济建设、完善农村基层民主建设、加强农村先进文化建设和发挥农村党组织核心领导作用等方面着手,增强农村基层党组织的科学发展力、制度创新力、价值引领力、政治领导力,以更好地提高其综合性执政能力,不断增强农民的政治认同。

As an important channel to obtain political legitimacy,the construction of people's political identity has always attracted the attention of the ruling Party and government.In the process of constructing farmers'political identity,rural grassroots Party organizations have played a key role.The enhancement of farmers'political identity is closely related to the construction of the governance ability of rural grassroots Party organizations,and the two influence each other.The current political identity dilemmas faced by rural grassroots Party organizations in the construction of governance capabilities include insufficient performance,lagging systems,diverse ideologies,and weak leadership capabilities.In order to effectively cope with the predicament,rural grass-roots Party organizations should start from accelerating rural economic construction,improving rural grass-roots democracy,strengthening rural advanced cultural construction,and giving play to the core leadership role of rural Party organizations.To better improve their comprehensive governance capabilities,and continuously enhance farmers'political identity,rural grassroots Party organizations should strengthen the scientific development ability,system innovation ability,value leading ability and political leadership of rural grassroots Party organizations.
