国土空间规划背景下城镇化与生态环境耦合协调机制探索

城镇化是国家和地区社会与经济发展的必经历程,城镇化与生态环境两者存在着复杂的耦合关系。减少耦合脆弱性,实现城镇化与生态环境的耦合协调发展是新型城镇化工作推进的一个重要问题,也是国土空间规划工作的一项重要内容。在阐述城镇化与生态环境耦合协调性、脆弱性内涵的基础上,着眼于内因和外因两方面,分析了耦合关系的驱动因素,从自然、经济、社会3个角度,对优化产业结构、加强生态保护与修复、提升科技创新、推进“人的城镇化”、建设新型城镇与生态城镇体系等耦合协调机制进行探讨。

The rapid urbanization process is facing the resources shortage and environmental disruption.The relationship is conflicted and coupled between urbanization and eco-environment.Reducing the coupling vulnerability and realizing the coordinated development of urbanization and ecological environment is an important issue in the promotion of new urbanization work,and it is also an important content of land and space planning.On the basis of expounding the connotation of the coupling coordination and vulnerability of urbanization and ecological environment,focusing on the internal and external factors,the driving factors of the coupling relationship are analyzed.From the perspectives of nature,economy and society,the coupling and coordination mechanisms of optimizing industrial structure,strengthening ecological protection and restoration,enhancing scientific and technological innovation,promoting“human urbanization”,and building new-type towns and ecological town systems are discussed.
