两岸共同市场的政策利益机制研究

Research on the Policy Interest Mechanism of the Cross-Strait Common Market

“打造两岸共同市场”是习近平总书记提出的新时期对台工作的重要论述,对于壮大中华民族经济、加快祖国和平统一进程具有重要意义。当前打造两岸共同市场的关键是推进两岸经济合作制度化,但由于两岸关系紧张,两岸制度化协商被迫中断,大陆亟需利用以政策为引导、以制度为根基的利益机制对两岸利益进行合理分配,单向推动两岸共同市场的建构。既有的政策利益机制初步形成了大陆惠台政策体系和两岸制度化经济合作框架,但仍面临台湾当局极力阻挠、政策运行机制有待完善、两岸制度化经济合作开放程度不对称以及既有协议成效有限等问题。针对上述问题,大陆应从完善制度框架、提升政策空间、优化分配机制和夯实政策成效入手,促进两岸共同市场的形成。

“Building a common market across the Strait”is an important exposition made by general secretary Xi Jinping on the work of Taiwan in the new era,which is of great significance for the growth of the Chinese national economy and the acceleration of the process of peaceful reunification of the motherland.At present,the key to building a cross-Strait common market is to promote the institutionalization of cross-Strait economic cooperation.However,due to the tension of cross-Strait relations,cross-Strait institutionalized consultation was forced to be interrupted.The mainland urgently needs to make use of the interest mechanism based on policy guidance and system to reasonably distribute the interests of both sides of the Strait and promote the construction of a cross-Strait common market in one direction.The existing policy interest mechanism has initially formed the mainland’s policy system of benefiting Taiwan and the framework of cross-Strait institutionalized economic cooperation,but it still faces problems such as the strong obstruction of the Taiwan authorities,the need to improve the policy operation mechanism,the asymmetry of the openness of cross-Strait institutionalized economic cooperation,and the limited effectiveness of the existing agreements.In view of the above problems,the mainland should improve the institutional framework,enhance policy space,optimize the distribution mechanism and consolidate the effectiveness of policies to promote the formation of the cross-Strait common market.
