资本下乡的制度归因与治理效应

Institutional Attribution and Governance Effect of Capital Flowing to the Countryside

资本下乡是乡村振兴的重要推动力量,是“强化乡村振兴的制度供给”的重要内容,本质上是一种生产关系的流动,是一种制度安排的下乡,是对乡村的一种制度供给。制度性下乡是其“制度底色”,资源性下乡是其实质内容。基于“制度—治理”分析框架,揭示资本下乡所蕴含的制度逻辑、治理机制以及制度与治理二者之间的统一关系,对现有研究进行补充,指出资本下乡背景下的乡村治理问题是乡村应对资本逻辑的“制度承载力”问题,基于对治理的制度性考量提出资本下乡的制度之治。

Capital flowing to the countryside is an important driving force for rural revitalization and an important content of“strengthening the institutional supply for rural revitalization”.In essence,it is a flow of production relations,a kind of institutional arrangement to the countryside,and a kind of institutional supply to the countryside.Institutional flowing to the countryside is its“institutional background”,and resource flowing to the countryside is its substantive content.Based on the“institution-governance”analysis framework,this paper reveals the institutional logic,governance mechanism and the unified relationship between the institution and governance contained in the capital flowing to the countryside,complements the existing research,points out that the rural governance under the background of capital flowing to the countryside is the“institution carrying capacity”of the countryside to deal with the capital logic,and puts forward the institutional governance of capital flowing to the countryside based on the institutional consideration of governance.
