我国发展进入新时代,社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,实现共同富裕成为下一阶段的奋斗目标。只有经济持续发展且资源分配不断优化,方可先富带后富、最终共同富裕。当今发展面临地域及行业差距过大、收入结构不甚合理、再分配与第三次分配相对薄弱、阶层流动难度较大等诸多挑战,实现共同富裕任重而道远。财政是国家治理的基础和支柱,未来应当通过深化财税体制改革使得财政发挥超越转移支付的多维效用,优化二次分配、引导三次分配,促进全国统一大市场的建立,引导市场主体公平竞争,提高基本公共服务均等化水平,早日实现物质与精神的共同富裕。

China’s development has entered a new era.The main social contradiction has been transformed into the contradiction between the people’s growing needs for a better life and the unbalanced and insufficient development.Achieving common prosperity has become the goal of the next stage.Only with sustained economic development and continuous optimization of resource allocation can some people get rich first,then lead the other people to get rich,and finally achieve common prosperity.Today’s development faces many challenges,such as too large regional and industrial gaps,unreasonable income structure,relatively weak redistribution and third distribution,and great difficulty in class mobility.There is still a long way from the goal of common prosperity.Finance is the foundation and pillar of national governance.In the future,we should deepen the reform of the fiscal and tax system to make finance play a multidimensional role beyond transfer payment.We should optimize the secondary distribution and guide the tertiary distribution,promote the establishment of a unified national market,guide market players to compete fairly,improve the equalization level of basic public services,so as to realize the common prosperity of material and spirit as soon as possible.
