摘要
EPC是国际工程的主流承包模式,相对于传统的承包模式具有明显优势。从EPC的定义及内涵出发,并对EPC的特点、缺点及优势进行系统分析,通过博弈分析指出EPC实施的核心点。结合工程实践归纳EPC项目在实施过程中出现的诸如人为将项目按建造过程进行切割、不完全的EPC模式及总承包单位能力不足等问题。以马来西亚吉隆坡标志塔、刚果(布)布拉柴维尔体育场、武汉火神山和雷神山等EPC项目快速建造的成功案例说明了EPC项目实施的关键点和优势。最后提出进一步推进EPC承包模式发展的建议。
Engineering,Procurement and Construction(EPC)is a popular contract mode in international projects because it offers advantages over other traditional contract modes.In this paper,the definition and connotation of EPC are introduced,and the qualities,benefits and disadvantages of EPC are systematically analyzed,followed by a discussion of the core of EPC.The challenges presented in the implementation of EPC projects,such as intentionally dividing the project process,incomplete EPC mode,and insufficient capability of the general contractor to perform their responsibilities,are comprehensively discussed in combination with project practice.To highlight the key points in the implementation of EPC projects,success cases for rapid construction of EPC projects such as Signature Tower in Kuala Lumpur in Malaysia,Brazzaville Sports Center in the Republic of Congo,Leishenshan Hospital and Huoshenshan Hospital in Wuhan,China are provided.Finally,a proposal is presented to further promote the development of EPC.
