摘要
全员开放人力资源管理系统对于提高管理质量、工作效率和员工满意度,推进人力资源信息化管理具有重要意义。阐述大型三甲医院全员开放人力资源管理系统可能增加的网络安全风险、系统风险、信息泄露和损失风险,从管理角度提出建立“医院-主管部门-业务科室-员工个人”的四级管理防控体系应对以上风险,包括:医院顶层设计:多部门联合规范系统项目建设;人力资源处主管:建立健全系统安全管理制度;辐射科室:建设多层级系统管理人员队伍;覆盖全员:加强系统应用技能培训,旨在为推进医院人力资源信息化管理建设提供参考依据。
It is of great significance to open the human resource management system to improve the management quality, work efficiency and employee satisfaction, and promote the information management of human resources. This paper elaborated the network security risk, system risk, information leakage and loss risk that may increase if the human resource management system is opened to all staff in a large third-grade A hospital. From the perspective of management, it proposed to establish a four-level prevention and control management system of "hospital-competent department-business department-staff" to deal with above risks, including hospital top-level design to standardize system project construction by multi-department joint, the human resources department mainly in charge of establishing and improving the safety management system;Radiating departments to build a multi-level system management team, covering the whole staff to strengthen the training of systematic application skills, so as to provide a reference for promoting the construction of hospital human resources information management.
