53起北京新型冠状病毒肺炎疫情防控犯罪的分析与思考

Research on 53 criminal cases of prevention and control of COVID-19 in Beijing

目的 探索针对性措施,防范新型冠状病毒肺炎疫情防控犯罪。方法 到中国裁判文书官方网站搜索关键词“新型冠状病毒肺炎防控”“北京”和“刑事案件”,共获得2020年1-6月北京新型冠状病毒肺炎疫情防控罪裁判文书53份。将53份裁判文书数据录入Excel2007进行统计分析。结果 53起北京新型冠状病毒肺炎疫情防控犯罪共造成12人轻微伤和2人轻伤,涉案金额1 079.7万元。疫情初期诈骗案高发,高风险邻近地区案件最多。结论 犯罪数据在各类分组中各有特点,根据分析结果提出建议。

Objective:To explore the directed measures to prevent the occurrence of COVID-19 crime. Methods: The criminal cases from January to June 2020 were retrieved by search of the keyword of “prevention and control of COVID-19” “Beijing”and“criminal case ”from the official website of China Judicial Documents. A total of 53 copies of judgment documents were obtained. The data of all the cases was entered with Excel 2007 for the further statistical analysis. Results: All 53 crime cases had resulted in 2 minor injuries、12 light bodily injuries, involving 107,970,000 yuan. The percent of fraud case were the highest at the beginning of the epidemic. And the most criminal cases occurred in high-risk neighboring area. Conclusions: The data of cases showed different characteristics in all kind of categories. According to the results, some suggestions were put forward to prevent the occurrence of COVID-19 crime.
