电网企业废含油变压器处理的问题分析与对策建议 被引量:1

摘要 随着国家对固体废物管理力度的加强,废含油变压器管理受到越来越多的关注。依据《国家危险废物名录(2021年版)》,废变压器按照一般工业固体废物进行管理,废变压器油按照危险废物进行管理。系统介绍了废含油变压器主要处理形式和运行模式。以国家电网有限公司(以下简称“国家电网”)为例,2020年国家电网约55%的省公司采取分开处理形式,约35%的省公司采取合并处理形式,10%的省公司未处置。采用分开处理形式的省公司,框架协议模式和网上竞价模式的成功率分别为80%~85%、65%~70%;采用合并处理形式的省公司,全部采用网上竞价模式,成功率约为10%。根据各省公司有资质的废矿物油处理企业数量、纳入电网系统回收商名单数据库的企业数量、回收商积极性、2020年处理效果等因素,对不同地区省公司废含油变压器的处理模式提出针对性建议。 With the strengthening of national solid waste management,the management of waste oil-containing transformers has attracted more and more attention.According to the“National catalogue of hazardous waste(2021 Edition)”,waste transformers were managed as general industrial solid waste,and waste transformer oil was managed as hazardous waste.This article systematically introduced main treatment methods and operation modes of waste oil-containing transformers.Taking the State Grid Corporation of China(hereinafter referred to as the State Grid)as an example,in 2020,about 55%of the provincial companies of the State Grid adopted the separate treatment,about 35%adopted the combined treatment,and 10%of the provincial companies did not dispose.For provincial companies that adopted separate treatment,the success rates of framework agreement mode and online bidding mode were 80%-85%and 65%-70%respectively.For the provincial companies that adopted the combined treatment,the ratio for online bidding mode was 100%while the success rate was about 10%.According to the number of qualified waste mineral oil treatment enterprises,the number of recyclers included in the list database of provincial companies of the State Grid,the enthusiasm of recyclers,the treatment results in 2020 and other factors,proposals were provided for waste oil-containing transformers treatment for provincial companies of the State Grid in different regions of China.
