摘要
由世界先进国家的科技发展经验可知,企业参与基础研究十分重要而且非常必要。文章对美国国家科学基金会(NSF)面向企业的项目资助体系进行了详细介绍和深入剖析,在总结NSF资助企业开展基础研究经验做法的基础上,分析我国科研机构发展过程中面临的各类问题,提出进一步加强与产业部门的合作与联系、加强与高科技企业的联系、设立定向资助项目、鼓励校企联合申请、加强产业界与学术界的交流合作等建议,以期为进一步完善中国国家创新体系提供切实的政策参考。
From the scientific and technological development experience of advanced countries in the world,it is very important and necessary for enterprises to participate in basic research.The article gives a detailed introduction and in-depth analysis of the project funding system of the National Science Foundation(NSF)for enterprises.On the basis of summarizing the experience and pr&ctices of NSF-funded enterprises to carry out basic research,it analyzes various problems faced by China's scientific research institutions in the process of development,put forward suggestions such as further strengthening cooperation and ties with industrial departments,strengthening ties with high-tech enterprises,setting up targeted funding projects,encouraging joint applications between schools and enterprises,and strengthening exchanges and cooperation between industry and academia,with a view to providing practical policy reference for further improving China's innovation systern.
