On International Comparative Analysis of Personal Credit Score

个人信用是构建社会信用的基础,如何更好地促进个人征信体系建设、提高全社会信用水平已成为加快社会信用体系建设的焦点。梳理相关文献,比较分析我国部分城市信用分、央行个人信用分、芝麻信用分及美国、德国、日本三个西方国家个人信用分的评价指标、应用场景等,认为当前我国信用建设正处于加速发展阶段,加快完善个人征信管理系统更为迫切。基于分析研究,提出了完善法律法规、强化城市间信用分联动、增强公众信用意识等建议。

Personal credit is the foundation for building social credit,and how to better promote the construction of personal credit system and improve the credit level of the whole society has become the focus of accelerating the construction of social credit system.Combing the relevant literature,comparing and analyzing the evaluation indexes and application scenarios of personal credit scores of some cities in China,personal credit scores of the central bank,Sesame Credit and three western countries,the United States,Germany and Japan,it is considered that China’s credit construction is currently in an accelerated development stage,and it is more urgent to speed up the improvement of personal credit management system.Based on the analysis and research,suggestions are put forward on improving laws and regulations,strengthening the linkage of credit scores among cities and enhancing public credit awareness.
