论中国特色协调劳动关系三方机制的特征及其改革路向 被引量:2

摘要 三方机制是市场经济国家普遍采用的协调处理劳动关系问题的一项基本机制。中国特色三方机制是在改革开放后逐步建立和发展起来的,其变迁是围绕社会主义市场经济体制改革进行的,直接动因是为了预防和化解劳动关系矛盾,其发展历程大致可以分为探索建立、快速推进和深化发展三个阶段。在中国特定政治经济制度、历史文化传统等因素的共同影响下,中国特色三方机制在作用发挥、逻辑基础、变迁过程、结构功能、机制运行等方面呈现出鲜明的特征。随着社会主义市场经济体制的成熟定型,中国特色三方机制也趋于健全完善,但还需着力解决三方主体代表性不全面不到位、组织体系不健全、运行机制不顺畅、相关法律法规不完善等问题。 The tripartite mechanism is a basic mechanism for coordinating labor relations in market economy countries.The tripartite mechanism with Chinese characteristics has been gradually established and developed since the reform and opening up,and its changes can be roughly divided into three stages:exploration and establishment,rapid promotion and deepening development.The changes are around the socialist market economic system reform,with the direct motive to prevent and dissolve labor relations contradiction.Under the joint influence of China’s specific political and economic system,historical and cultural traditions and other factors,the tripartite mechanism with Chinese characteristics presents the unique characteristics in its functions,logical basis,transition process,structure and function,mechanism operation and other aspects.As the socialist market economy becomes mature and takes shape,the tripartite mechanism with Chinese characteristics also tends to be sound and perfect.However,efforts should be made to solve the problems such as the incomplete representation of the tripartite parties,the imperfect organizational system,the unsmooth operation mechanism,and the imperfect relevant laws and regulations.
