高速公路收费稽核技术与实施方案研究

为严厉打击偷逃费行为,高速公路收费稽核尤为重要。首先,调研分析全国“一张网”运营下存在的主要偷逃费行为,研究收费内外部稽核业务流程;其次,结合取消省界收费站以来的高速收费智能化系统的建设,提出基于牌照识别的收费稽核系统架构,阐述稽核系统主要数据源以及智能分析、行程轨迹还原、以图搜图等技术实现路线;最后,给出高速公路收费稽核的实施建议,为高速公路收费稽核提供了技术支撑,对于规范高速公路按实际路径行驶付费具有指导意义。

In order to crack down toll evasion,it is very important to audit expressway toll collection data.Firstly,main fee evasion behaviors existing in the operation of the National“One-net”are investigated and analyzed in this paper,toll fee audit business processes are studied.Secondly,considering expressway fee audit work demand since the abolition of the provincial toll collection stations,the architecture of toll audit system based on license plate recognition is put forward,main data sources of the audit system and the implementation routes of technologies such as intelligent analysis,travel trajectory restoration and searching for maps by maps are researched in detail.Finally,the implementation suggestions of expressway toll audit is presented.It will provide the technical support for the checking of expressway toll collection.The paper will have guiding significance to regulate the highway driving and paying according to the actual route.
