大学图书馆“开放教育资源(OER)”建设与服务研究——以加拿大卑诗省大专院校联盟开放教育馆员社区实践为例 被引量:9

摘要 面对全球Covid-19的严重威胁,大学开放教育再掀高潮。大学图书馆如何推进开放教育资源(OER)建设和服务是值得研究的现实命题。此文基于加拿大卑诗省大专院校联盟开放教育馆员社区的实践,从其发挥的作用和运作优势等方面进行调研。开放教育馆员社区起着促进联盟内OER共建共享、承担联盟OER管理维护、开展OER绩效评估、支持OER出版服务、组织OER宣传培训和搭建OER交流平台的作用;同时,社区政策环境优越,拥有素质高、责任心强的专业馆员队伍,擅于扬长避短,创新发展,也是其有效运作不可或缺的因素。我国应加大政策引导和扶持力度,组建区域性开放教育馆员社区,创建OER门户和OER共享库,不断创新OER类型,设置专岗,结合特长有的放矢,全面加强OER建设服务指导和培训工作。 Facing the serious threat of global Covid-19,open education in universities has reached another climax.How to promote the construction and service of Open Education Resources(OER)in university library is a realistic proposition worthy of research.Based on the practice of open education librarian community of British Columbia University Alliance in Canada,this paper investigates its role and advantages.The open education librarian community plays a role in promoting the construction and sharing of OER within the alliance,undertaking the management and maintenance of OER carrying out OER performance evaluation,supporting OER publishing services,organizing OER publicity and training and building OER communication platform.At the same time,the community has both a favorable policy environment and a team of professional librarians with high quality and strong sense of responsibilities which is good at developing strengths and avoiding weaknesses,as well as innovative development,is also an indispensable factor for its effective operation.China should strengthen policy guidance and support,establish regional open education librarian communities,create OER portals and OER shared libraries,constantly innovate OER types,set up special posts,and comprehensively strengthen the service guidance and training of OER construction in combination with their specialties.
