摘要
绿色发展已经逐渐成为我国沿海地区发展海洋经济的重要导向,测算海洋经济绿色发展效率成为海洋经济领域的研究重点。文章构建E B M模型测算2011—2017年我国沿海11个省份的海洋经济绿色发展效率,利用核密度图观察绿色发展效率的时序演变特征,利用面板Tobit回归模型分析海洋经济绿色发展效率的影响因素。结果表明:①长三角地区的海洋经济绿色发展水平高于环渤海和泛珠三角地区;②我国沿海地区的海洋经济绿色发展效率呈现先升高再降低的态势;③海洋环境治理投资、海洋科研投入、海洋产业结构、港口贸易和地区经济发展对我国海洋经济绿色发展效率都有不同程度的影响。建议沿海地区通过加大海洋环境治理力度、优化海洋产业结构和增加海洋科研投入来提高海洋经济绿色发展效率。
Green development has gradually become an important guide for the development of marine economy in coastal areas of China,therefore,measuring the green development efficiency of marine economy has become a research focus in the field of marine economy.This paper constructs an epsilon-based measure(EBM)model to calculate the green development efficiency of marine economiy in 11 coastal provinces of China from 2011 to 2017,it uses the kernel density diagram to observe the time series evolution characteristics of the green development efficiency,and uses the panel Tobit regression model to analyze the influencing factors of green development efficiency of marine economy.The results show that:①the green development level of marine economy in the Yangtze River Delta is higher than that in the Bohai rim and the Pan Pearl River Delta;②the green development efficiency of marine economy in coastal areas of China firstly increased and then decreased;③investment in marine environmental governance,marine scientific research,marine industrial structure,port trade and regional economic development all have different degrees of impact on the green development efficiency of marine economy in China.Based on these,this paper suggests that coastal areas should improve the green development efficiency of marine economy by strengthening marine environmental governance,optimizing marine industrial structure and increasing investment in marine scientific research.
