摘要
英国、德国生态补偿工作与我国系统性开展生态补偿的时间较晚的特征相似,其经验对我国生态补偿工作有一定借鉴意义。文章分别介绍了英、德两国在规划体系与生态补偿的衔接方式、职能分工、项目审批要求、量化指标、多元化生态补偿五方面的生态补偿宏观框架与经验做法,基于我国生态补偿工作现状,提出了对我国生态补偿的五点启示:①立足空间规划,推进全域生态补偿;②明晰分工职责,建立生态补偿平台;③加强补偿标准管控,实现生态增量补偿;④规范监管机制,构建完整补偿流程;⑤扩展资金来源,促进市场参与生态补偿。
The characteristics of the late systematic development of eco-compensation in Britain and Germany are similar to those in China,and their experience can be used as a reference for eco-compensation work in China.This paper introduces the macro framework and experience of eco-compensation in Britain and Germany in five aspects:the connection mode of planning system and eco-compensation,division of responsibilities,project approval requirements,quantitative indicators and diversified eco-compensation,based on the current situation of eco-compensation in China,five enlightenments for ecological compensation in China are put forward:①based on spatial planning,promote eco-compensation in the whole domain;②clarify the division of responsibilities and establish an eco-compensation platform;③strengthen the control of compensation standards and realize eco-incremental compensation;④standardize the supervision mechanism and build a complete compensation process;⑤expand the source of funds and promote the market to participate in ecocompensation.
