摘要
当前我国地质调查工作与相关科研工作存在脱节现象,表现为:调查和科研“两张皮”,科技创新能力建设滞后,基础地质研究受到冷落,地质调查工作对科研的支撑和转化不够等。这些情况的形成既有管理机制、评价体系的原因,也有人员能力方面原因。建议从四个方面发力来促进地质调查工作与相关科研工作高质量融合:①加大力度构建产学研用协同工作机制,围绕地质问题开展调查工作;②坚持地球系统科学观,在破解重大资源、环境、生态、灾害等问题上发挥科研的作用;③系统性完善调查-科研双指标评价体系,引导队伍整体综合业务能力提升,从整体上提升基础研究;④精准开展地质调查工作,分类指导,提升调查成果转化水平。
At present,there is a disjointed phenomenon between geological survey and scientific research in China,which is manifested by the"two skins"of survey and scientific research,the construction of scientific and technological innovation capacity lags behind,the basic geological research is neglected,the support and transformation of the geological survey to scientific research is not enough,etc.The formation of these situations is not only due to the management mechanism and evaluation system but also due to the people capability.It is recommended to promote the high-quality integration of geo-survey work and related scientific research work from four aspects:①strengthen the construction of industry-university-research-use collaborative working mechanism and carry out survey work around geological problems;②adhere to the scientific view of the earth system,and play the role of scientific research in solving significant resources,environment,ecology,disasters,and other issues;③systematically improve the dual-index evaluation system of survey-scientific research,guide the overall improvement of the team’s comprehensive business ability and enhance basic research as a whole;④precisely carry out geo-survey work,provide guidance on classification,and improve the level of transformation of survey results.
