基于多案例比较的“三社联动”社区韧性分析与优化

Community Resilience Analysis and Optimization of“Three Agency Linkage”Based on Multi-Case Comparison

“三社联动”作为一种基层社会治理的创新机制,在此次新冠疫情的防控中呈现出了一定的治理效能。文章以疫情时期我国基层治理和社区服务管理机制创新为背景,以多个实践社区管理的“三社联动”为研究对象,运用多案例研究方法对“社工助推型”“政府主导型”“数字嵌入型”模式从稳健性、冗余性、连通性三个基本韧性属性进行案例分析和描述性解读,探讨得出三种模式均存在着韧性缺失困境,并以此为基础针对性地提出优化路径,即完善属地责任与应急管理体系建设、重视数字技术运用与应急管理培训、促进多元主体协商共治。

As an innovative mechanism of grassroots social governance,the“three agency linkage”has shown a certain governance effectiveness in the prevention and control of COVID-19.In the post-epidemic stage,the research took the“three agency linkage”as the research object,and summarized different governance models by using multi-case study methods,such as“social worker boost”mode,“government-led”mode,“digital embedded”mode.At the same time,the research analyzed the cases by combining the robustness,redundancy and connectivity in the toughness theory,and summarized a problem that the“three agency linkage”is not resilient enough.Finally,it proposed solutions,such as improving the construction of territorial responsibility and emergency management system,attaching importance to the application of digital technology and emergency management training,and promoting the consultation of multi-subject and co-governance.
