我国区域突破性技术创新能力的评价与比较

Evaluation and Comparison of Regional Breakthrough Technological Innovation Ability in China

研究2008—2017年我国30个省份突破性技术创新能力,结果表明:我国突破性技术创新能力整体较低,总体呈上升趋势,区域之间差距明显,大多数省份均值低于全国平均水平;考察期内,各构建维度中的技术开发能力呈下降趋势,利基市场开拓能力与外部关联强化能力呈上升趋势;东部、中部和西部地区的突破性技术创新能力发展并未呈现出经济发展的“东高、中平、西低”的区域分布格局,即东部地区的综合能力及各构建维度能力均远强于中部和西部地区,中部和西部地区均有各自的优势领域及有待强化的领域。研究结论有利于理解区域突破性技术创新能力的构成本质,为落实创新经济高质量发展战略提供有益参考。

The breakthrough technological innovation ability of China’s 30 provinces from 2008 to 2017 is measured.The research shows that the breakthrough technological innovation ability is low as a whole,with an overall upward trend.The gap between regions is obvious,and the average value of most provinces is lower than the national average level.During the investigation period,the technological development ability in each construction dimension shows downward trend while the Niche market development ability and the external correlation strengthening ability show upward trend.The breakthrough technological innovation ability in eastern,central and western regions hasn’t shown the same regional distribution pattern as economic development,that is,the ability in comprehension and in each construction dimension in the eastern region are far stronger than those in the central and western regions,and central and western regions have their own advantages and areas to be strengthened.The conclusion is helpful to understanding the essence of regional breakthrough technological innovation ability and provides reference for the implementation of high-quality development strategies of innovation economy.
