从二级学院视角加强高校零星采购管理的探讨

Strengthen the Internal Control Management of Sporadic Purchasing in Colleges from the Perspective of Departments

以上海海洋大学为例,以二级学院视角,从完善二级学院采购管理机制、规范各类采购工作流程、设置学院采购联络员岗及加强采购信息化建设四个方面对二级学院零星采购内控管理提出建议,以适应二级学院不同学科零星采购的差异性,规范师生零星采购行为,提高学院采购内控管理能力,为高校零星采购管理提供参考依据。

Taking Shanghai Ocean University as an example,and based on the perspective from its departments,this paper discussed to improve the internal control management of sporadic purchasing from the four aspects of improving the procurement management mechanism of the department,standardizing all kinds of procurement workfl ow,establishing procurement liaison,and using procurement information ways,which could meet the procurement differences in departments due to the different subjects,standardize the sporadic procurement behaviors of the teachers and students,improve the management ability of colleges.It provide reference for similar problems in colleges.
