Grasp the Essence and Use the Practical Results to Explore the Implementation of the“Regulations on Petition Work”in Large-Scale State-Owned Enterprises

本文深入学习《信访工作条例》,结合中国石化长年信访工作实践,阐述大型国企各级领导干部要深刻理解掌握该条例的精髓要义,奠定贯彻执行的思想理论基础;全面总结党的十八大以来中国石化信访工作改革创新成果,丰富贯彻执行的实践经验;提出构建了解民情、集中民智、维护民利、凝聚民心的信访工作机制、推动信访工作高质量发展的思路举措,把学习宣传、贯彻执行该条例引向深入。

In this paper,the in-depth study of the“Regulations on Petition Work”,combined with SINOPEC’s years of petition work practice,expounds that the leading cadres at all levels of the large state-owned enterprises should deeply understand the essence of the Regulations,lay the ideological and theoretical basis for implementation,to comprehensively summarize the reform and innovation achievements of SINOPEC’s petition work since the 18th CPC National Congress and enrich the practical experience of implementation.It puts forward some ideas and measures to build a working mechanism for petition and appeals of understanding the people’s conditions and pooling their wisdom,safeguarding their interests,gathering the hearts of the people,in order to promote the highquality development of petition work,to deepen the study,publicity and implementation of the Regulations.
