“外来当家人”何以治村?驻村第一书记嵌入式治理运行机制及优化路径研究--以湖北省X村、K村和江西省X村为例

How Can the“Foreign Masters”Govern the Village?Embedded Governance Operation Mechanism and Optimization Path of the First Secretary Stationed in the Village--Based on the Case of Villages X and K in Hubei Province and Village X in Jiangxi Province

在助力脱贫攻坚取得胜利之后,驻村第一书记将延续精准扶贫时期的帮扶角色,继续作为外派人才支持乡村振兴。然而,第一书记在参与乡村治理的过程中常常面临政治嵌入上的权力竞争、关系嵌入上的资源有限和认知嵌入上的沟通障碍等问题,并因此陷入到“脱嵌”的尴尬局面。结合对湖北省X村、K村和江西省X村的实地调研,为破解驻村第一书记在基层治理中面临的现实困境,应在政治嵌入上增强制度设计以减少利益冲突,在关系嵌入上将第一书记社会资本的利用与乡村社会中人际关系网的搭建融合探讨,在认知嵌入上重塑观念格局并强化思想文化引领,以此提高第一书记的治村效能,为制度的持续推进提供更大可能。

After assisting the government with accurate poverty alleviation,the first secretary stationed in the village continues to support rural revitalization as an expatriate talent.However,in the process of participating in rural governance,the first secretary often faces difficulties such as power competitions on political embedding,conflicts of interest on relationship embedding,and cultural barriers on cognitive embedding,which lead to an embarrassing situation of“disembedding”.Based on the field research at Villages X and K in Hubei Province and Village X in Jiangxi Province,the following measures should be taken to solve dilemmas that the first secretary are facing with in primary-level governance.On political embedding,enhance institutional design to reduce conflicts of interest;on relationship embedding,combine the use of social capital with the construction of interpersonal networks in rural society and on cognitive embedding,reshape the conceptual pattern and strengthen ideological leadership.By these ways,the management efficiency would be improved,promoting this system.
